It depends on alot of things:

1. if you have an old modem all you will see is 4mbit.
2. If the exchange you are connected to uses the old system then you will see a maximum of 4mbit as well until they change it to the new one.
3. The Distance from the exchange to yor house might make a difference but i its under 2-2.5Km it should be ok.

I was upgraded just as I called them while on the line though had to change modem. Works fine with new modem although sometimes I get around 9-10 and not 12 but won't whine for that.

I think they don't upgrade you unless you specifically phone and complain.. typical. I'll try to phone them and see. I have the new modem and I see a full 6Mbit always so np with the line
